On 09/26/08 at approximately 11:25 p.m., officers responded to a fight call involving numerous individuals in the area of De La Vina Street and West Gutierrez Street. As officers were responding to the area they were also informed that multiple suspected gunshots had been heard. Officers arrived in the area of De La Vina Street and Gutierrez Street and located several shell casings. As officers were on-scene, dispatch received a call from Santa Barbara Cottage Hospital that two individuals had arrived at the hospital with suspected gunshot wounds. Additional officers responded to the hospital and contacted a 28 year old male victim suffering from a gunshot wound to the abdomen and an 18 year old male victim suffering from a wound to his nose. Initially it was believed that the injury was possibly a knife wound but it was later determined to be a gunshot wound.

Based on the investigation, it was determined that both victims had been involved in the fight at De La Vina Street and West Gutierrez Street. During the fight one of the participants produced a firearm and shots were fired. Officers continued their investigation and subsequently contacted Sebastian Covarrubias, 22 years of age, at his residence located in the 400 block of De La Vina St. Officers and Detectives conducted a search of the residence and the area and recovered what is commonly known as a “Molotov Cocktail.” Also recovered was the firearm suspected of being used in this incident. The incident is being investigated as gang related.

Sebastian Covarrubias was arrested and booked for possession of an explosive device. The investigation has been on-going since Friday and detectives are following up on any possible leads. If anyone has information about this incident, they are asked to contact the Investigative Division at (805) 897-2335.

On 9/23/08 at 9:00 p.m., officers responded to a stabbing that had just occurred at Alice Keck Park. When officers arrived they found a group of people who were with the 20 year old male victim. The victim had been stabbed in the left side of his abdomen. The victim and his friends said that they had an argument with two unknown suspects and when the victim challenged the suspect to fight, the suspect produced a knife and stabbed the victim. The victim was transported to the hospital where he underwent surgery and was stabilized. He was subsequently admitted into Cottage Hospital.

During the investigation, the suspect and three friends called 911 and reported that they had been in a fight earlier that night at Alice Keck Park. When the officers arrived at their location at De La Vina and Mission St., they contacted the subjects including Fernando Aldapa, a 25 year old Santa Barbara resident. Aldapa told the officers that he had been attacked by a group of people he had met that night at the park. Further investigation revealed that Aldapa was responsible for the victim’s injuries. The knife was recovered by officers and Aldapa was arrested and booked into Santa Barbara County Jail for Assault With a Deadly Weapon.

On 9/22/08 at 4:00 p.m., officers responded to an assault that had just occurred at 1100 block of Garden St. Upon arrival officers learned that the 39 year old male victim was confronted by the suspect, Gregory Ward (45 yrs old) for an outstanding debt. The victim did not have the money and Ward subsequently forced his way into the victim?s residence. Ward then struck the victim several times on the head and once on the arm with a hammer. Ward fled the scene and the victim was transported to the hospital for his injuries. A records check of Ward revealed that he was currently on parole for assault with a deadly weapon.

On 9/23/08, Officers spotted Ward in the 200 block of N. Quarantina. The officers contacted Ward who had altered his appearance by shaving his head. He also gave the officers a false name upon being contacted. The officers arrested him for the attack which had occurred the previous day. Ward was booked at the jail for Assault With a Deadly Weapon, False Information to a Peace Officer, and Parole Violation.

SANTA BARBARA, CA – 9/23/2008 – On 9/14/08 at 9:53 p.m. dispatch received a call of a stabbing victim who drove himself to Cottage Hospital from the Fairway market, 128 S. Salinas St. Officers responded to the hospital and the 23 year old male victim told Officers that he was parked in his vehicle with his two sisters near the Fairway market when he was approached by a Hispanic male adult approximately 20 years old. The suspect was heard yelling out a gang name at the victim. As the victim exited his vehicle, he thought the suspect punched him in the stomach. However, he realized moments later he had been stabbed in the abdomen. The suspect fled the scene at which time the victim drove himself to Cottage Hospital. The victim suffered a single stab wound to the abdomen area. Investigation was forwarded to detectives for further investigation.

On 09/22/08, at approximately 9:45 a.m., detectives served a search warrant on the 200 block of S. Salinas St. The home was the residence of Jeovany Jose Rodriguez, age 24. Based on their investigation, Rodriguez, a documented gang member, was identified as the suspect in the stabbing that took place on 09/14/08 that sent a 23 year old male victim to the hospital. The investigation also revealed that the stabbing actually took place to the front of Mi Fiesta Market 410 S. Salinas Street.

As detectives conducted the search warrant, they developed information that Rodriguez was currently at a job site on the 600 block of State Street. Detectives and Officers responded to the 600 block of State Street and located Rodriguez. Rodriguez was taken into custody without incident. Rodriguez was booked into Santa Barbara County Jail for Assault With a Deadly Weapon and Active Participation in a Criminal Street Gang.

On 09/14/08, at approximately 10:31 p.m., officers responded on a call of a suspicious subject on the 500 block of Coronel Place. Upon their arrival they contacted the reporting party. The reporting party stated that he was in his girlfriend were in the bedroom of his apartment. The blinds to the window of the bedroom were partially open. The reporting party said he heard a noise coming from outside the window. He looked through the window and saw a Hispanic male, later identified as Miguel Salazar Hernandez age 25, looking through the bedroom window. The reporting party could see that Hernandez’s zipper was unzipped and his belt was unbuckled. The reporting party ran outside to Hernandez?s location. Hernandez fled. Officers searched the area but did not locate Hernandez.

On 09/14/08, at approximately 11:30 p.m., the same reporting party called the police and advised them that he had Hernandez detained and was awaiting police arrival. The reporting party told police that he again heard noise outside his bedroom window on 09/14/08 at about 11:20 p.m. He looked out the window and saw that Hernandez had returned. Hernandez’s zipper and buckle were again unfastened. The reporting party ran out and detained Hernandez. Hernandez was arrested for Peeping and an outstanding warrant for Intoxicated in Public.

On 09/15/08, at approximately 3:30 p.m., officers were dispatched to the Junipero Street footbridge on a call of a subject, later identified as Daniel Anthony Lopez 30, in the process of committing a lewd act. Upon arrival, officer contacted Lopez on the bridge and detained him. The investigation revealed that Lopez had been seen on the footbridge loitering and acting strangely. Lopez was observed looking around and then begin to engage in a lewd act by himself. Lopez was arrested for Lewd Acts in Public.

On 09/13/08, at approximately 12:58 a.m., officers responded to the 1100 block of Cacique Street on a call of an assault with a deadly weapon. Upon arrival officers located the 20 year old male victim. Officers saw that the victim had a bandage on his cheek. Officers asked the victim to remove the bandage and saw that the victim had a small laceration on his cheek. The also noticed that he had other laceration to his upper chest and arm. (The victim refused medical treatment for his injuries.)

The victim told officers that he began drinking with individuals he knew. One of the subjects was Carlos Lopez-Perez, 28 years of age. At one point, Lopez-Perez asked the victim for a cigarette. Then for no apparent reason Lopez-Perez became upset with the victim, threatened the victim, and then broke two beer bottles. Lopez-Perez now armed with broken bottles in each hand began to swing at the victim. The victim protected himself by lifting his arms and attempting to block the blows. Lopez-Perez then ran away and inside a home on the same block. Officers located Lopez-Perez and took him into custody. Lopez-Perez was booked into Santa Barbara County Jail for Assault with a Deadly weapon.

Within the last two weeks the Santa Barbara Police Department has received three reports from victims stating that and individual either made lewd comments to them or exposed himself to them. The incidents have occurred at Santa Barbara City College and in the area of 100 block of E. Cabrillo Boulevard. The suspect is described as a Hispanic male, in his 20’s, 5-06 to 5-08, and with a “spiked” style haircut.

On Monday, 09/08/08, at approximately 5:20 p.m., officers were dispatched to the 700 block of E. Anapamu St. on a call of a suspicious subject who had made lewd comments to two female juveniles (16 and 17years of age) on the Santa Barbara High School Campus. The subject was described by the two female juveniles and police began to search the campus parking lot and surrounding areas. In the meantime, one of the female juveniles had called friends in the area to alert them as to what happened and to share the description of the subject. Approximately ten minutes later, officers received a call from the female juvenile stating that she had been informed that the subject was spotted on the 800 block of N. Milpas St. Officers responded to the area and located a subject who fit the description given by the female juvenile victims. Justin Wade Sells, 26 years of age, was detained on the 700 block of E. Canon Perdido St. Sells was identified by one of the victims as the subject who made the lewd comments to them.

Sells was arrested and booked into Santa Barbara County Jail for Annoying or Molesting Children with bail set at $10,000.

WARRANT ARREST LEADS TO THREE OUNCES OF METHAMPHETAMINE

On 09/04/08, at approximately 8:30 p.m., officers were patrolling the 1900 block of Cliff Avenue when they recognized Antonio Mendoza Montano, age 38, as a wanted subject. Montano entered the front passenger side of a black Cadillac Escalade. Officers contacted Montano and a male adult, later identified as Aurelio Gonzales Vasquez, age 19. Vasquez was seated in the driver side of the vehicle. Montano was taken into custody for the warrant without incident. Vasquez was asked to exit the vehicle as the investigation continued. (Officers believed Vasquez had given a false name upon contact. The investigation revealed that he had.) Vasquez exited the vehicle and shortly afterwards broke into a run in an attempt to evade officers. A foot pursuit ensued through the Albertson?s parking lot. Off-duty Chief Sanchez witnessed the officers involved in a foot pursuit and saw Vasquez coming his way. Chief Sanchez assisted the officers in taking Vazquez into custody. A records check of Vasquez revealed he was currently on probation. A search of the Escalade revealed two ounces of methamphetamine. A subsequent search warrant at a home on the 1500 block of San Pascual Street produced approximately one ounce of methamphetamine.

Vasquez was arrested and booked at Santa Barbara County Jail for Possession for Sale of Methamphetamine, Transportation of Methamphetamine, Resisting or Delaying Officers, and Probation Violation. Montano was arrested and booked at Santa Barbara County Jail for Possession for Sale of Methamphetamine, Transportation of Methamphetamine, and the warrant.

DUI CHECKPOINT

SBPD Officers conducted a DUI / Driver License checkpoint on Saturday night, 9/6/08, from 9:20 p.m. – 3:00 a.m. at 1100 Coast Village Road. 354 vehicles were screened. The checkpoint resulted in four unlicensed driver cites, one suspended license cite, and one possession of less than one ounce of marijuana cite. Five vehicles were towed.

BURGLAR CAUGHT IN THE ACT

09/07/08, at about 12:55 a.m. Officers were sent to an auto burglary that had just occurred at Cooper Rd and Cliff Dr. Upon arriving on scene, Officers got a quick description of the suspect. With the description given, Officers was able to locate the suspect, Christopher Manson age 19, about one block away. When Officers found Manson, he was in the process of breaking into another vehicle.

A search of the neighborhood produced an additional three victim vehicles. The suspect had taken I-Pods, Syrius satellite radio player and other miscellaneous electronic equipment. During the investigation, multiple victims identified property that had been stolen from their vehicles. Manson was arrested and booked at Santa Barbara County Jail for Burglary, Vehicle Tampering, and Attempt Petty Theft.

SUBJECT ARRESTED FOR BRANDISHING A KNIFE

On 09/07/08, at approximately 1:40 a.m., officers responded to the AM/PM/ market located at 1935 State Street on a call of a disturbance with a knife involved. Officers arrived and determined that the suspect in this case was Mario Benedicto Monroy, age 25. Monroy had come into the store minutes earlier and purchased a beer. Monroy appeared intoxicated. After purchasing the beer, Monroy stepped outside of the store, opened the beer, and then began to drink it on the property. Employees asked Monroy to leave. Monroy moved a short distance but still remained on store property. The male victim was in the process of entering the store when he passed by Monroy. Monroy and the victim made eye contact and shortly afterwards Monroy challenged the victim to fight. Monroy pulled out a knife from his waistband, opened it, and then threatened the victim with it. The victim ran and Monroy gave chase. The victim stated Monroy stopped chasing him, put the knife sown, and then fled on foot. Monroy was located on the 200 block of West Mission Street and arrested and booked at Santa Barbara County Jail for Brandishing a Knife and Challenging to Fight.

On 09/03/08, at approximately 3:20 p.m., officers responded to the 200 block of North Milpas Street on a call of a battery in progress. Upon arrival, officers observed the victim, 57 year old male, standing by 216 North Milpas St. bleeding from the face area and another subject, later identified as Juan Padilla, age 43, was detained on the same block by officers. The victim pointed out a third subject to police who was later identified as Richard Cabral, age 42. The investigation revealed that the victim was walking on Milpas Street towards his place of business and accompanied by his 17 year old daughter. The victim was approached by Padilla and asked for money. The victim recognized Padilla as a subject that panhandles in front of the victim?s business routinely. The victim told Padilla he didn?t have any money. Padilla grabbed the victim by the chest. The victim was able to break free. During the scuffle the victim dropped his cell phone. As he bent over to retrieve it, the second suspect Cabral kicked the victim in the face/neck area. The victim’s daughter ran to the families business and got help. The victim recalls someone intervening and stopping the assault but couldn’t recall who the person was.

The victim was transported to Santa Barbara Cottage Hospital and treated and released for injuries to his face which included a cut to his lip which required several sutures. Padilla was arrested and booked for public intoxication, attempt robbery, vandalism, and false information to an officer. (Padilla initially gave a false name to police.) Cabral was arrested for assault with a deadly weapon.

On August 30, at 07:35 a.m. a group of approximately 35 Team In Training members were running/walking northbound on Las Positas Road in the southbound bike lane. Approximately 100 yards south of the Veronica Springs intersection, a southbound van driven by Gregory Albert Doan, 56 years of age, left its lane of traffic and struck Carolyn Ruddell Samuels, 66 years of age, in the bike lane. The collision was witnessed by a number of Team in Training members who were with Samuels. Samuels was transported to Cottage Hospital where she died several hours later as a result of her injuries. At the scene of the collision, Doan exhibited signs of being under the influence of both alcohol and drugs. The District Attorney’s Office was notified and based on the circumstances surrounding the incident, Doan was charged with Murder, Felony DUI, Under the Influence of a Controlled Substance, and Addict Driving. Doan remains in custody with bail set at $1,000,000.

On 08/31/08, between the hours of 8:00 p.m. and 3:00 a.m., the Santa Barbara Police Department conducted a DUI checkpoint in the 400 block of Garden Street. One person was arrested for DUI, six people were cited for driving unlicensed, three people were cited not having their license in their possession, and two people were notified of their license suspension. A total of six cars were towed.

On 08/29/08, at approximately 1:30 a.m., police stopped Sarah Keller, age 22, on the 1100 block of State Street, for failing to dim the high beams of her 1998 Toyota. Officers also observed Keller swerve and cross over the double yellow lines dividing traffic on State Street. Keller was arrested and subsequently cited and released for DUI.

On 08/29/08, at approximately 10:16 p.m., officers were dispatched to City Lot 10, 600 block of Anacapa Street, on a call of a hit and run. The suspect vehicle was described as a black compact and the driver as a white male adult. Police stopped John Owens, age 37, driving his 1996 black Ford in the City Lot 10. Owens was arrested for DUI and booked into Santa Barbara County Jail.

On 08/30/08, at approximately 12:28 a.m., police stopped Victoria Slagel, age 22, on the 300 Block of W. Figueroa Street, while she was backing her 2007 Ford. Police recognized Slagel from a loud party call they had responded to approximately 30minutes earlier. During the loud party call officers observed Slagel exhibiting symptoms of intoxication. Slagel was arrested and subsequently cited and released for DUI.

On 08/30/08, at approximately 1:20 a.m., police stopped Jordan Knight, age 29, on the 500 block of State Street, for running a red light in her 2007 Nissan. Jordan was arrested and subsequently cited and released for DUI.

On 08/30/08, at approximately 9:50 p.m., police stopped Emmanuel Zuniga, age 24, on the 100 block of E. Cota Street, for loud amplified music and failing to yield to pedestrians while driving his 2001 Mitsubishi. Zuniga was arrested and subsequently cited and released for DUI.

On 08/30/08, at approximately 11:41 p.m., police stopped Shannon Filo, age 25, on the first block of E. Gutierrez Street, of driving his 2000 Acura the wrong way on a one-way street. Filo was arrested and subsequently cited and released for DUI.

On 08/31/08, at approximately 5:49 p.m., police responded to the 300 block of W. Mason Street on a call of a hit and run. Officers arrived and were told that the suspect vehicle was a blue Ford ranger pick-up truck. Officers were also provided with the license plate of the truck. Officers conducted a records check on the vehicle license plate and then responded to the registered owner?s address located on the 100 block of W. Mason Street. Officers located the vehicle and observed it had minor damage consistent with a collision. They next contacted Ronald Hanson, age 53, at his home. Based on their investigation, Hanson was arrested and subsequently cited and released for DUI and Hit and Run.
