SANTA BARBARA, CA - Due to numerous calls reporting suspected drug use and drug sales in the areas of 600-900 blocks of E. Montecito Street, Santa Barbara Police Department Narcotics Detectives along with the Santa Barbara Police Department Tactical Patrol Force conducted an undercover operation which yielded several arrests. On 01/16/08, at approximately 5:15 p.m., Narcotic Detectives conducted a surveillance of the 800 block of Montecito Street. During the surveillance, they observed an individual; later identified as Eliu Ramon Garnica 27 years of age, conduct what detectives suspected to be a hand-to-hand drug transaction. Moments later, an undercover detective purchased cocaine base ?rock? from Garnica. As part of the operation, Garnica was contacted again on 01/18/08 by detectives and taken into custody for drug sales. Garnica was accompanied by Cynthia Lynn Angulo, 41 years of age, who was arrested for violation of parole.

On 01/18/08, at approximately 2:45 p.m., Narcotics detectives and the Tactical Patrol Force team were conducting surveillance in the area of E. Montecito Street and Alisos St. Officers observed a suspected hand-to-hand drug transaction and subsequently contacted Catarino Acevedo, 27 years of age. A search of Acevedo revealed he was in possession of cocaine base ?rock?. Acevedo lied about his true identity during initial contact with officers but once his true name was identified he was found to have an outstanding felony warrant for his arrest. Catarino was arrested for possession of cocaine, false information to a Peace Officer, and the outstanding warrant. During this operation, surveillance and follow-up investigations led detectives to a house on the 1200 block of E. Montecito St. Detectives secured a search warrant for the home/property served it on 01/23/08. A search of the home/property revealed over 56 grams of cocaine base “rock” and cash in denominations consistent with drug sales. Arrested for possession fro sale of Cocaine base were Cirilo Barrera Noguez, 23 years of age, Jose Martin Noguez, 18 years of age, and Pedro Noguez, 19 years of age.

On 02/17/08, at about noon, a family of four was approaching the fourth tee at the City Golf Course located at 3000 Macaw. The fourth tee box is adjacent to Calle Real. The family consisted of three adults and one juvenile. They saw the suspect near the fence that separates the golf course from Calle Real. As they approached on their golf carts, the suspect moved to the fourth tee bench. He then approached the adult male victim and displayed a handgun. The suspect robbed the family of $250 and was last seen fleeing on foot. Officers responded and searched the area but did not find the suspect. The suspect was described as a white male adult, approximately 45 years of age, 5-08, wearing a grey sweatshirt, khaki pants, and a straw hat.

On 02/15/08, at approximately 9:40 p.m., Santa Barbara Police Department officers responded to Santa Barbara Cottage Hospital on a stabbing investigation. Officers contacted a 16 year old juvenile who had walked into the Cottage Hospital emergency room suffering from a single stab wound. The juvenile told officers that he had been assaulted by three unknown individuals and provided no further description. The juvenile gave the location of the stabbing to be near Cottage Hospital. The juvenile was admitted for observations. Santa Barbara Police Detectives were contacted and the investigation is continuing as to the motive. The investigation revealed the juvenile had been the victim of a stabbing in 2006.
