SANTA BARBARA, CA - On 02/11/08 at approximately 8:30 a.m., officers were dispatched to a burglary investigation at Hazards Cyclesports at 110 Anacapa St. The investigation revealed that 7 pairs of Oakley sunglasses and a Specialized Mountian bike were taken in the burglary. At the time of the report there was no suspect information. On 02/11/08, at approximately 1100 hours, officers returned to Hazard?s and were informed that the day prior two subjects were seen possibly “casing” the business. Officers received the description of the subjects and continued with the investigation.

Later that day an officer writing reports in his police car on the first block of Calle Cesar Chavez spotted two individuals matching the description of the subjects mentioned in the Hazard?s burglary. The officer contacted Michael Orrick, 43 years of age, and Jeffrey Duncan, 38 years of age and determined that both were currently on active parole. Orrick was wearing a pair of Oakley sunglasses and a search of Orrick revealed he was in possession of 5 more pair of Oakley sunglasses and a small amount of marijuana in his backpack. The sunglasses still had price tags on them. Employees from Hazard?s responded to Calle Cesar Chavez and positively identified the sunglasses as being theirs. Duncan was not found to be in possession of any stolen property. Orrick was arrested for possession of stolen property, under the influence of a controlled substance, possession of less than an ounce of marijuana, and violation of parole. Duncan was arrested for violation of parole.

On 02/13/08, at approximately 12:08 a.m., Cottage Hospital Security reported a window smash auto burglary had just occurred at Pueblo Street and Castillo Street. They witnessed a white utility vehicle leaving the area. Taken in the auto burglary was a blue IPOD with a docking station. While officers were still on scene of this auto burglary and searching the area, another call of a window smash auto burglary that had just occurred was reported at Loreto Plaza Shopping Center. The caller stated that a white utility vehicle was involved in the burglary and the caller was able to provide a partial plate of the suspect vehicle. Officers searched the area and found a vehicle closely matching the description of the white utility vehicle in the parking lot of the Sandpiper Motel. Officers monitored the vehicle and shortly afterwards Isaac Dominguez, 23 years of age, came out of a motel room and approached the vehicle. Officers contacted Dominguez and subsequently searched his vehicle and room. The search revealed the stolen IPOD and docking station. Dominguez was arrested for burglary.

SANTA BARBARA, CA - On 02/07/08 at approximately 9:00 P.M. officers were conducting a plain clothes detail in the area of 600-700 block of East Montecito Street. The detail was being conducted due a several complaints from residents and business owners in the area of suspected drug use and drug sales in the area. Officers observed Fernando Gilberto Munoz, 38 years of age, riding his bicycle in the area without a bike light in violation of a vehicle code. Officers, dressed in plain clothes, approached Munoz in order to contact him for the violation. As the officers approached, Munoz engaged one of the officers in a conversation. It immediately became apparent to the officer that Munoz was attempting to sell him drugs. The officers identified themselves and a search of Munoz followed. Officers found Munoz to be in possession of approximately 7 grams of cocaine base (rock cocaine), drug paraphernalia, and a small amount of methamphetamine. A records check of Munoz revealed that he also had two outstanding felony warrants for his arrest and he was currently on probation. Munoz initially gave officers a false name. Munoz was arrested for possession of cocaine for sale, possession of methamphetamine, possession of drug paraphernalia, false information to a peace officer, violation of probation, and the two felony warrants.

On 02/08/08, at approximately 6:41 A.M. officers responded to the 800 block of Cacique Street on a call of a subject refusing to leave Casa Esperanza Homeless Shelter. Officers arrived and were directed to the person refusing to leave, Richard Kirenga 29 years of age. Officers asked Kirenga for identification and Kirenga remained with his hands inside his pants pockets. Officers approached in order to conduct a pat down of Kirenga for safety purposes. Kirenga then spun in the direction of the officers. As he did so, he swung at one of the officers with his right hand. Kirenga had a rock in his right had. The rock grazed the head of one of the officers, causing an abrasion. Officers used a Taser to subdue Kirenga and take him into custody for assault with a deadly weapon and assault on a peace officer. The officer drove himself to the hospital and was treated for an abrasion to the right side of his head.

SANTA BARBARA, CA - On 02/05/08 at 12:22 a.m. an officer patrolling near the intersection of Carrillo Street and State Street noticed a black Toyota Camry turn from State Street onto Carrillo Street. The vehicle failed to stop for a red light at the intersection and continued Westbound on Carrillo St. The officer conducted a U-turn in order to conduct a traffic stop on the vehicle. At this point the black Toyota Camry accelerated and continued Westbound on Carrillo Street past Chapala Street. The officer continued to follow the vehicle attempting to catch up to it. The Toyota next attempted to make a left hand turn onto De La Vina Street, crossed over the double yellow line, and collides head on with a vehicle traveling Eastbound on Carrillo Street. Three occupants exit the Toyota and the driver ran Southbound on De La Vina Street with officers following. The driver, later identified as a 16 year old male juvenile, backtracked and ran into the underground parking lot of Ralphs Grocery Company where he was taken into custody. The 16 year old was booked into Santa Barbara County Juvenile Hall for Felony Hit and Run, Felony Driving Under the Influence, Unlicensed Driver, and Resisting Arrest. Also arrested was passenger Ivete Huizar, 24 years of age, for Public Intoxication. The third occupant remains outstanding. The occupants of the victim vehicle suffered minor injuries and were treated at the scene.
